LADY GA - DESS !!!

Lady Gaga makes like Lady Liberty on the new cover of V magazine, which pairs her with designer Marc Jacobs for a special New York issue.

Pretty unsurprisingly, Gaga, dressed as a disheveled Statue of Liberty, appears in hardly anything aside from a lacy black bra and matching Calvin Klein panties with a beautiful buff-colored Louis Vuitton evening gown falling around her hips.

Her ever-changing tresses are blondish-gray with a portion pointing straight up in seven spikes. She carries a burning torch (made by the Haus of Gaga) to complete the iconic statue effect.

"Just as the Statue of Liberty was France's gift to America, Gaga is, to us, New York's greatest gift to pop culture and fashion," V editor Stephen Gan says in the issue. "She embodies everything V is about, and is also a beacon of the city's creativity and hope."

"Exactly one year after her first V cover (the first fashion magazine cover she was on), we decided to do the New York Issue, and she was the first person who came to mind to represent our great city," he says. "In the year that's passed, she has become a bona fide genius and we can safely declare her our muse."

The cover of issue #67 was shot by Mario Testino and styled by Gaga's stylist Nicola Formichetti, while the V logo was created out of gum by New York-based artist Dan Colen.

TROUBLES IN BARCELONA

Hips don't lie, but they can get a girl into trouble! After spotting YouTube footage of Colombian pop princess Shakira dancing in a public fountain with locals and riding a motorcycle without a helmet, officials in the city of Barcelona, Spain, are reportedly so irked by her raucous location shoot, they may fine her for a variety of infractions. Some sources say the singer even disrupted traffic with her sexy moves and bikini-based wardrobe.

The biker-chic video for her upcoming duet with Dizzee Rascal, 'Loca' (off the 33-year-old's next album, 'Sale El Sol'), has a decidedly break-all-the-rules vibe, but did Shakira really break laws? One authority reportedly told the press that she "did not even ask permission to film" the music video at various Barcelona locations -- including the historic fountain at Pla de Palau -- and that the amateur clips posted to YouTube will now be inspected closely to "detect infringements that have been committed during the recording."

Shakira is weeks away from launching her world tour in mid-September, and 'Sale El Sol' (she has described the Spanish-language album as having "a strong rock side") goes on sale November 2. Check out the splashy Barcelona antics that got her into trouble:

BRITNEY & SONS

The Los Angeles County Department of Children and Family Services has officially dropped its child abuse investigation against Britney Spears, a source tells RadarOnline.com.

Earlier this year, a former Spears bodyguard reported the singer beat her two sons, Sean Preston, 4, and Jayden James, 3. The former bodyguard, Fernando Flores, specifically accused Spears of beating her sons with a belt he'd been wearing. Social workers immediately went to visit Spears home to check the validity of the claim.

The department found there was "absolutely no truth to the accusations," a Spears' family insider told RadarOnline.com.The source continued, "Sean and Jayden's pediatricians submitted documentation that the boys were healthy, and that they have never seen any signs of abuse. The case was officially closed after the department received that information from the boys' doctor."

The source concluded by saying the claim was, "absolutely outlandish and absurd. Britney would never lay a hand on either one of her sons, she loves them so much."

JOE PERRY'S ACCIDENT

Aerosmith guitarist Joe Perry was struck by a car while riding his motorcycle in Middleborough, Massachusetts , the Associated Press reports. The legendary musician was taken to a Massachusetts hospital where he was treated for minor injuries.

Authorities say Perry was riding his 2009 Ducati Monster 696 near his Duxbury, Massachusetts home on Thursday afternoon when he was hit from behind by a car. The driver, 62-year-old Linda O'Brien, wasn't injured. Both were apparently driving at low speeds.

Perry, 59, was treated at Morton Hospital and Medical Center and released a couple of hours later, Rolling Stone reports. A hospital spokesperson did not reveal the nature of his injuries. Aerosmith's publicist, Liz Rosenberg, told the Boston Globe, "Joe is home and he's fine. All's well and we're all grateful."
